I have a 14hh registered Boerperd mare .Yes! Boerperds are a very popular breed here in South Africa.
She was very neglected when I purchased her 1 year ago and had a rather nasty case of mange on her face and extending down her neck. I treated it succesfully with a cortisone/anti fungal cream and now for no apparent reason it has returned. What is the best cure for mange, I have heard that borax mixed with apple cider vinegar and water work as does iodine mixed with baby shampoo that is left on for 20 mins and then rinsed off.

Now there's a breed you don't hear a lot about! Love to see pictures of yours!

Regarding the mange, it's caused by mites, but there are two types - Sarcoptic mange and Demodectic mange which both need different treatments. Have you had a vet confirm if it is mange? If it is, I'm surprised anti fungal cream had an effect.
