What is the ideal size stable for a 16.3hh horse?

As big as possible!
If you're talking the standard sizes a 12x12 would be the best choice in terms of pony boxes or horse boxes.
A horse of this size would be better suited to a foaling box (12x14 or 12x16 typically).
