supplements and food for a tb

Hi I have a tb ex racer who I have only had four weeks he is not in the best condition and apparently really drops weight in winter. Unfortunately I haven't a stable currently so he will be wintered out he's already in heavy weight rug and not clipped. He is given adlib Hay and he's on sugar beet and chaff what would be the best supplements or food to feed him to put Weight on keep weight on and can be worked in at least medium work if he doesn't work he gets fizzy so he'll have to be in work and food sends him skitty at times or stick to what he's on but give him supplements not sure what to do for best
